International Degree Programmes are taught in English in most of the universities in germany, but in conjunction German language. To inscribe or enroll in the other course you may got to clear German proficiency check. it's suggested to learn atleast basic level German.
The dates vary from state to state and institute to institute. Generally, the official semester dates are:
Winter semester: 1 October - 31 March
Summer semester: 1 April - 30 September

Student must submit their application by 15 January for the summer semester and by 15 July for the winter semester. International students can apply to "Application Services for International Students" with proper documents which are checked and then forwarded to the respective universities.
